Job Description:

Role/Title: - Programmer Analyst 3
Hybrid, Richmond, Virginia
Agency Interview Type: Web Cam Interview Only

*at least 3 days/week onsite required
**Local Richmond, VA candidates strongly preferred
*Contractor will be responsible for purchasing parking through VDOTs Parking Management Office or procuring their own parking

Job Description:
Build applications using Microsoft Power Platform to include PowerApps, PowerAutomate, PowerBI and Sharepoint, GIS applications using various ESRI ArcGIS products.

Core Responsibilities:
Gain broad understanding of the VDOT innovation framework
Use the innovative/latest tools and best practices to build applications using the Power Platform and ArcGIS
Follow all applicable industry and VDOT standards, processes and Protocols
Engage multiple customers and develop applications to meet their needs
Manage stakeholder communications and expectations

KSA:
Process mapping experience,
Code Documentation,
Writing Requirements/Scope documents,
Writing use-cases,
Using architectural artifacts
Interpreting solution architectures
Excellent written and oral communication
Customer focused collaboration
Ability to travel around the state as needed
Minimum of three days in the office to work with the rest of the team

Experience:
Minimum of 5 years programming experience in a high level compiled language such as c#, C++, Java
Minimum of 5 years experience with scripting languages such as javascript and Python
Minimum of 2 years experience with Microsoft PowerPlatform to include PowerApps, PowerAutomate, SharePoint and Dataverse. (Hard Requirement)
Minimum of 5 years experience using GIS for creating dynamic mapping applications and processing real-time location data.
Minimum of 5 years experience using RESTFul APIS
Other Software Knowledge: Visio, Visual Studio Code/Visual Studio Community Edition, SQL Server, Azure Datalakes and Warehouse, Oracle, ArcGIS Pro, ArcGIS Online, ArcGIS Experiences

Skills Matrix:
